Staff Bios
Christopher St. John became the Executive Director of the Maine Center for Economic Policy in 1994. From 1975-1994 he worked for Pine Tree Legal Assistance in Augusta, Maine. From 1981-1994 he was a registered lobbyist at the Maine State Legislature, where he represented low-income groups on such issues as health care, welfare, unemployment insurance, utility regulation, and taxation. He studied at Harvard College, the London School of Oriental and African Studies, and the Yale Law School. He is on the Board of Mainewatch Institute. cstjohn@mecep.org
Judy Ward is the Office Manager for MECEP and has been with the organization since Oct 1998. She previously served as Town Clerk for Winthrop and Wayne, and worked for over nine years at the State of Maine Department of Inland Fisheries and Wildlife in several positions ending with the Supervisor of Licensing. While with the Department of IF&W, she established and was recognized for her dedication to the safety of Maine's Youth Campers as the Administrator of the Camp Trip Leader Permit Program, the first of its kind in the country. jward@mecep.org
Garrett Martin is our Associate Director, joining MECEP in February, 2009. Garrett was the Director of Program Strategy at the Maine Community Foundation and a former Associate Director at the Genesis Community Loan Fund. Garrett brings years of experience in community economic development including work in the Mississippi Delta, India and Ecuador. Garrett has an undergraduate degree from the University of North Carolina at Chapel Hill and a Master's degree in public affairs (economics and public policy concentration) from Princeton. At MECEP, Garrett will be focusing on health policy and sustainable development. gmartin@mecep.org
Dan Coyne is our Fiscal Policy Analyst as of October 2009. Prior to joining MECEP, Dan worked for Congressman Tom Allen in both Washington, DC, and Maine. There, he served in many roles, including as Director of Economic Development and Special Projects. Upon graduating from the University of Maine School of Law, Dan clerked for the Maine Supreme Judicial Court. Dan is a member of both the Maine and Massachusetts state bars, and he received his undergraduate degree from Bowdoin College. A Maine native, Dan's interests include renewable energy and fiscal policy. He serves on the Board of the Maine Irish Heritage Center. dcoyne@mecep.org
Mark Sullivan joined MECEP as Communications Director in February 2010.. From 1997 to 2009, Mark served as Communications Director and Senior Policy Advisor to Congressman Tom Allen. He served as Deputy Commissioner of the Maine Department of Conservation from 1985 to 1987, as editor of Maine Environment for the Natural Resources Council of Maine (NRCM) from 1979 to 1983 and as Executive Director of the Western Mountains Alliance from 1988 to 1990. He has served on the boards of NRCM, Maine Association of Conservation Commissions and Equality Maine. msullivan@mecep.org
Connie Zhu is Policy Analyst with MECEP.
Connie served formerly as Director of Marketing at the Center for Cultural Exchange in Portland and as an Account Executive with Woodbury & Morse Advertising. She received a B.A. in Economics from the University of Southern Maine and an M.F.A. in Creative Writing from the University of Oregon.
A resident of Waterville, Connie has worked as an instructor in Chinese and writing at Colby College, the University of Oregon and other colleges. Born and raised in Shanghai, Connie has also worked as a free-lance interpreter of Chinese and a consultant for Maine companies developing business opportunities in China. czhu@mecep.org
