However, Garrett Martin, the president and CEO of the Maine Center for Economic Policy, says the cost of the tariffs will ultimately be passed onto the consumer.
“The people who bear the cost of the tariffs are the people who import those products into the country and, ultimately, the people who buy those products,” he said.
